Scotland was the first home union to introduce official leagues:
The club leagues started in season 1973-74 and were the first of their kind in the home countries. They replaced the old 32-team “unofficial championship” which was won by Boroughmuir in 1972-73. The leagues were the brainchild of the SRU committee who wanted a system of competitive rugby in Scotland. The first winners of Division 1 in the new national league structure were Hawick, a feat they were to repeat over the next four seasons.
